Job Title: MEL Officer
Location: Maiduguri, Borno (Hybrid)

Job Summary
- To ensure the successful implementation, monitoring, evaluation, and learning (MEL) of the project, CIVIC seeks to engage a qualified MEL Officer for 8 months. The MEL Officer will be instrumental in monitoring the project’s progress, evaluating outcomes, and documenting key learnings and best practices.
- The MEL Officer will be responsible for the development and implementation of a robust Monitoring, Evaluation, and Learning framework for the project. This includes collecting, analyzing, and reporting data, ensuring compliance with donor requirements, and capturing and disseminating learnings for future program improvement and policy advocacy.
Key Responsibilities
Monitoring and Data Collection:
- Develop and implement a detailed MEL plan and framework aligned with project objectives and FCDO requirements.
- Updating log frame and conducting periodic data audits with the program team
- Design and deploy tools and methodologies for data collection, ensuring accuracy and relevance.
- Ensure timely and systematic collection, entry, and management of monitoring data.
- Updating Team Lead and program team on delays and progress on implementation and reporting back concerns observed during field visits.
- Conduct regular field visits to the four LGAs (Konduga, Monguno, Geidam, and Michika) for data collection, monitoring activities, and verifying data accuracy.
Evaluation:
- Conduct baseline, midline, and end-line evaluations to measure project progress and impact where applicable.
- Analyze, quantitative and qualitative data to assess the effectiveness, efficiency, relevance, and sustainability of project activities.
- Prepare evaluation reports, highlighting key findings, lessons learned, and recommendations for improvement.
Learning and Knowledge Management:
- Document project learnings, best practices, and success stories.
- Organize and facilitate learning events, workshops, and meetings to share findings and insights with stakeholders.
- Develop knowledge products such as case studies, briefs, and reports to disseminate learnings.
Reporting:
- Prepare and submit high-quality MEL reports as per FCDO and CIVIC’s reporting schedule.
- Ensure compliance with all reporting requirements, including format and content, as specified by the FCDO.
- Provide data and insights for donor reports, proposals, and other communication materials.
Capacity Building:
- Train and mentor project staff and partners on MEL concepts, tools, and best practices.
- Promote a culture of learning and continuous improvement within the project team.
Compliance and Ethics:
- Ensure adherence to ethical standards in data collection, analysis, and reporting.
- Maintain confidentiality and integrity of data and information collected.
Qualifications and Experience
- Bachelor’s Degree in Social Sciences, Development Studies, Statistics, or a related field. A Master’s degree or equivalent work experience is an advantage.
- Demonstrated ability to collect, analyze, and interpret qualitative and quantitative data.
- Experience working with international donors, particularly FCDO, is highly desirable.
- Strong report writing and communication skills.
- Minimum of 3 years of experience in Monitoring, Evaluation, and Learning, preferably in the context of development projects.
- Proven experience in developing and implementing MEL frameworks and tools.
- Proficiency in MEL software and data management tools (e.g., SPSS, Stata, Excel, etc.).
Skills and Competencies:
- Strong analytical and problem-solving skills.
- Strong interpersonal skills and ability to work effectively with diverse stakeholders.
- Fluency in English; knowledge of local languages in the project area is an advantage.
- Excellent organizational and time-management skills.
- Ability to work independently and in a team environment.
