Description
- HJFMRI NIgeria is seeking an  Health Informatics Officer. The incumbent is a Full-stack Developer and is required to contribute towards the enhancement of WRP-N EMR system and also support the other systems which include ProHIMS and NOMIS.
- The incumbent will report to the Application Developer (Health Informatics Specialist) S/He will engage regularly with the SI and Program teams and WRAIR Africa/NMOD-HIP sites using the EMR, ProHIMS and NOMIS.
- Incumbent will interact with external stakeholders and Home Office IHPT SI as required.Â
- This position will be in support of HJFMRI Nigeria activities.
Responsibilities
Technical Input:
- Understand the study design and quantitative and qualitative analysis methods related to health policy and/or strategy.
- Review and assess health policy and public health-related guidance and strategy and their impact on the program’s work and lines of effort.
- Research, analyze and provide input on guidance/strategy and wider policy objectives.
- Develop a variety of qualitative and quantitative data, indicators and variables. Evaluate various data collection, analysis and reporting systems.
- Identify linkages between client (DoD/military) strategic objectives, engagement principles and health objectives.
Technical Communications/Reporting:
- Write evaluation and research reports, create briefing materials and inform on future projects.
- Monitor and analyze reporting on complex developments (e.g. national security/defense) and other relevant trends from a wide variety of sources.
- Identify publication opportunities and collaborate on the development of papers/articles.
- Support the development and implementation of research activities (for example: systemic literature reviews, qualitative and quantitative data analyses and Delphi consensus processes).
- Collaborate on the development of results and findings to a variety of audiences including senior leadership and external stakeholders.
Field Activities:
- Develop field-facing products and resources to facilitate more widespread and consistent alignment with health policy and doctrine requirements across various organizational activities.
- Collaborating as part of a field team to conduct in-person or virtual data collection. This can take the form of conducting individual interviews, managing and facilitating focus groups, or distributing and collecting surveys.
Operations and Logistics:
- Coordinate planning and ensure strategic communication and shared understanding with all relevant participants including, but not limited to, senior program/center leadership, external partners and stakeholders, key leadership personnel, interagency partners (e.g., USAID, Department of State), NGOs, and other contracting staff (as applicable).
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
- Work with other federal or contractor staff on common projects or reports as requested.
- Ensure that all work deliverables are appropriately reviewed and approved by the program/center, and key leadership personnel.
Work Environment:
- This position will take place primarily in an office setting.
Educational Qualification and Experience
- Bachelor’s Degree required (Computer Science or Engineering) with 3-5 years experience required.
Required Knowledge, Skills and Abilities:
- Working experience as a full stack developer.
- Incumbent must have experience building applications using ASP.NET Core, C#, PostgreSQL, VueJs and Apache.
- Ability to work independently, prioritize projects and tasks.
- Excellent DB design.
- Good time management.
- Ability to work with other core teams (infrastructure, security, procurement) to achieve overall success.
- General knowledge of DevOps and collaboration tools, especially Jenkins, Git, O365
- Ability to communicate effectively both oral and written.
