Job Title: Programme Officer – MEAL

Location: Maiduguri, Borno
Employment Type: Contract
Contract: Fixed (February 2025)
Hours of Work: 35 Hours

Job Profile

  • The MEAL Officer will manage CAFOD’s country MEAL operations, framework and systems with focus on the ECHO funded project in Northeast Nigeria.
  • The MEAL Officer will be responsible for the day-to-day planning, management and implementation of the monitoring, accountability and learning aspects of the project.
  • They will be familiar with ECHO food assistance, WASH and protection policies and monitor any changes to these in order to ensure project compliance with the thematic policies 
  • Initiate and take overall responsibility for development of the Programme Monitoring, Evaluation, Accountability and Learning functions including developing a monitoring framework that allows the monitoring of results and outputs of the ECHO project as well as demonstrating how we achieve the indicators.
  • The post holder will lead the MEAL Team, working with and advising the Partners, Programme officers and Programme Manager.

Key Responsibilities
Programming:

  • Develop the MEAL framework based on the ECHO project results and outputs showing how the indicators are achieved. 
  • Develop a variety of tools that enable the monitoring of food security, WASH and protection results/outputs. 
  • Develop interim and final reports for ECHO project 
  • Design CAFOD monitoring framework in Nigeria.  
  • Develop monthly reach data for CAFOD’s projects in Nigeria 
  • Develop tools that monitor market developments. 
  • Develop PDM tools and undertake PDM data collection. 
  • Collect and collate monthly data on food security, WASH and protection components of the ECHO project 

Advisory support:

  • Ensure CAFOD partners are familiar with the use of Kobo collect app/ tool 
  • Work with CAFOD partners to develop monitoring plan/ tools,  
  • Train partner staff on usage of monitoring tools and data collation
  • Document & disseminate findings and lessons learnt internally and externally, including to primary stakeholders. 
  • Communicate the objectives and findings of the work appropriately to stakeholders at different levels.  
  • Organize and undertake training with stakeholders, including primary stakeholders, programme staff in participatory MEAL techniques. 
  • Engage in sharing MEAL information with UN agencies and clusters/working groups across Nigeria. 

Internal and external representation:

  • In co-ordination with the Country Representative and the Programme Manager, develop, nurture, and sustain relationships and effectively communicate with relevant stakeholders, including local government, national networks, clusters and working groups, and other agencies working in Nigeria.  
  • Effectively communicate with other teams within CAFOD to ensure that Nigeria programmes are well understood, and that information is available for fundraising and other communications, including publications, media briefings, development education, etc. This may involve participating in communities of practice, working groups, supporter events, etc, as agreed with the Programme Manager.  

Safeguarding:

  • All CAFOD staff share responsibility to promote and maintain a strong safeguarding culture, including identifying the key actions they should take given their role and responsibilities.

Qualifications

  • Bachelor’s degree in Arts, Social Sciences, or any related field. However, a diploma backed by strong relevant technical experience will also be considered.  
  • Demonstrated ability to transfer knowledge through formal and informal training.  
  • Demonstrated ability to work with people from diverse social and cultural backgrounds.
  • Substantial professional experience in overall knowledge management with NGOs, INGOS. Previous work experience in an emergency context. 

Job-Specific Competencies:

  • Ability to work with and build the capacity of programme staff and partner organisations. 
  • Ability to develop and/or adapt MEAL tools for practical use 
  • Willingness to undertake travel 
  • Degree in social sciences, social work and social administration, development studies, education or another relevant field with substantial experience on M&E  
  • Experience in setting up and managing MEAL systems in an NGO setting.
  • Knowledge of MEAL concepts, frameworks and tools; able to manage, analyse and interpret MEAL data 
  • Excellent writing skills, including experience of donor reporting. 

Salary
N15,241,952 Annually.
