Fact Foundation (FACT) is a Nigeria-based organisation that aims to support populations affected by ongoing and emerging global challenges through research, data, and technology solutions. RADAR is a FACT programme that promotes the use of “bottom-up” technology-based solutions in the delivery of public and humanitarian services.
The programme works in partnership with Government, I/NGOs, and Donor actors to design and deploy technology-based systems to respond to needs and support communities affected by emerging and ongoing global challenges. Using our expertise in data science, geographic information systems, and software development, we work with our partners to ensure that technology solutions are “fit to purpose” and “fit to use” which then ensures efficient and accurate decision-making, identification of beneficiaries, assignment of goods and services, as well as tracking and monitoring of impact.
We are recruiting to fill the position below:
Job Title: State Coordinator – Monitoring and Accountability (M&A)
Locations: Sokoto & Yobe
Responsibilities
TPM Project Management:
- Support the project manager in planning and implementing all TPM field movements and activities
- Established and maintained a relationship with Local stakeholders (SEMA, Local government, Community leaders, and implementing partners) at the assigned LGAs for TPM.
- Supported the project manager with the development and review of daily, weekly and monthly reports.
- Support and coordinate all monitoring activities and the LGA level
- Work closely with the enumerators at the LGA level to manage finance, logistics, and security of data collection for the TPM project.
Strategy Development & Implementation:
- Support the project manager to develop and oversee the implementation of a Field Strategy in alignment with FACT priorities; take a lead role in identifying strategic opportunities for strengthening FACT`s work in the country within the scope of his/her unit; in particular:
- Support the project manager to ensure the Field team`s activities are relevant and have a measurable impact as well as meet all the needs of the donor;
- Identify new programs and approaches in which the Field team can add value to the aid/humanitarian response;
- Ensure the field team (enumerators) are aware of their respective responsibilities and their contribution and role within it.
Operations:
- Ensure that field enumerators follow all required FLATS procedures to conduct their work in an adequate and timely fashion.
- Direct or support project manager in the planning, development, and implementation of activities such as training and data collection.
Team Management and Leadership:
- Leadership
- Provide leadership within their project as well as within the organization at large.
- Transmit FACT’s values and vision, and their declination within his/her project unit.
- Staff Management
- Mentor and support enumerators to build capacities, and improve efficiency and performance.
- Management of interpersonal conflicts within Unit.
- Ensure regular updates with the project manager about enumerators’ potential, career management, training opportunities, contractual issues, and difficulties faced with or expressed by field-based staff.
- Ensure communication and linkage with the project manager is made immediately in case of HR problems by the field team.
- Ensure that enumerators understand and can perform their roles and responsibilities.
- Ensure that all enumerators have clear and regularly updated TORs, work plans and Key Performance Indicators (KPIs) against which their performance will be appraised.
- Conduct supervisory visits to assigned LGAs of implementation
Internal Coordination and Communication:
- Facilitate internal communication within the field team (enumerators) and information sharing for a positive working environment.
- Ensure implementation of regular meetings with enumerators.
- Coordinate with administrative staff for logistics, budget management, and administrative support related to TPM activities.
- Ensure compliance of all field teams to FACT FLAT and security procedures.
- Provide regular updates and reports to senior management on monitoring progress, findings, and any challenges or recommendations.
- Support senior management in making informed decisions based on monitoring data and analysis.
- Ensure that any risk to FACT programming, projects or staff at the field level is as soon as possible communicated to and understood by coordination.
- Collaborate closely with other members of the TPM team, including field monitors, data analysts, and support staff, to ensure smooth implementation of monitoring activities.
- Work closely with the project managers or coordinators within the organization to align monitoring efforts with project goals and timelines.
External Coordination and Communication:
- Provide monitoring reports and updates to donors and funding agencies as per contractual or reporting requirements.
- Engage with donors to discuss monitoring findings, project progress, and impact to ensure transparency and accountability.
- Collaborate with implementing partners to coordinate monitoring activities, share findings, and jointly address any challenges or issues that arise during monitoring.
- Support implementing partners in enhancing their monitoring and evaluation capabilities through training and capacity-building initiatives.
- Engage with beneficiaries and community representatives to gather feedback, assess project impact from their perspective, and ensure their voices are heard in the monitoring process.
- Share monitoring findings with beneficiaries and communities in a transparent and accessible manner.
- Coordinate with local government authorities or relevant government agencies where the project is being implemented.
- Ensure compliance with local regulations and policies governing project implementation and monitoring.
